When terrorists threaten to kill a hostage if a country doesn't pull their troops out of Iraq, why not respond that if they kill the hostage, you'll increase the number of troops and come after them. And then if they kill the hostage, follow through. Make the consequences exactly the opposite of what they're trying to achieve.
